California Financial Services (CFS) was founded in 1986 as a financial planning firm and today provides a wide range of financial and facility planning services to California school districts and local governments. CFS maintains offices throughout California—in Mission Viejo, Sacramento and Santa Rosa. The firm is staffed with two bankers, three facility planners, a financial planner, two account administrators and three office administrators.

CFS’s staff includes industry specialists that offer expertise for an array of services addressing the enormous and complex problems facing local government today. Our staff provides the leadership and support necessary to implement even the most labor-intensive solution to virtually any financial planning problem facing school districts and local government today.

In addition, CFS assists in the selection and coordination of professionals from business, legal, architectural and investment banking. These professional teams develop, implement and service comprehensive financial and facility planning and funding programs to meet the needs of school districts, cities, counties and state governmental agencies. CFS provides these services in California, Nevada, Texas and the U.S. Territories. In the last decade alone, CFS has structured over $1 billion in California tax-exempt financings for local governments.

In addition, CFS has advised local governments on matters exceeding $1 billion of developer mitigation, State school funding, redevelopment agency formation and bonding, joint-use development of surplus government property, and alternative project delivery methods for new construction cost and time savings.
