Developer Mitigation

  •  Identify planned developments and impacts

  • Design proactive developer mitigation plan

  • Communicate with developers and planning agencies

  • Design and implement mitigation solutions including site acquisitions, mitigation payments and/or Mello-Roos Community Facilities District (CFD) financing

Debt Issuance

  • Pre-issuance analysis of proposed financing including advantages and disadvantages and alternatives

  • Develop and implement credit rating strategies

  • Evaluate and secure credit enhancement and/or bond insurance

  • Bond structuring, marketing, and pricing support

Debt Refinancing

  • Evaluate and monitor outstanding debt

  • Perform ongoing interest rate market surveillance

  • Identify/evaluate opportunities to refinance/restructure existing debt obligations

  • Provide unbiased analysis of opportunities and potential alternatives

Post Issuance Compliance

  • Track issuer’s ongoing bond compliance obligations

  • Prepare and post annual disclosures (SEC Rule 15b2-12 and CDIAC)

  • Monitor and report listed event occurrence (SEC Rule 15b2-12)

  • Ongoing issuer staff training and quarterly compliance reviews
